Playing with the texinfo file, emacs (20.6) complained on missing
character-set or something.
Looking at the file it contains 8 bit characters. The following patch
might help.

The attached version seems to work nicely on my environment
(NT 4.0SP4/GNU Emacs 20.6/BBDB 2.3 yesterday's snapshot)
All the warnings I have doesn't seem to relate to the way make.bat is
running.

Actually, there are some indent problems in the texinfo file. See info
of texinfo.
The attached patch fixes the problem. The changes are unindenting or
inserting a new line. If no one objects, I'll check it in.

I still cannot create the file from within emacs
(GNU Emacs 20.6.1 (i386-*-nt4.0.1381)/
BBDB version 2.3 ($Date: 2001/02/19 23:10:27 $))
The error is

Grabbing yesterdays snapshot (BBDB version 2.3 ($Date: 2001/02/19
23:10:27 $)), I decided to take another chance at make.bat.
My major problem is that the info file isn't generated. This can be
reproduced, so I'll try to look further into it. Any suggestions are
welcome.
