Could it be something not related to cake? I got the same sort of problems when 
putting the new CakePHP Application in a subdirectory of the original site. The 
original site was using a .htaccess file that also processed the subdirectory 
the new cake app was is. That slowed things way down.

Also, could it be a memory issue of either PHP or the system? Is a pure PHP 
page also loading slow. Any caching done? Running as CGI? When you install 
another Application (for example Joomla!) in a subdirectory, is it also slow?

Just some thoughts that cross my mind.
