In Other News ...

The dubious acrimony over Sen. John F. Kerry's military service
in Vietnam and his anti-war activism upon his return is drowning
out other coverage of the campaign. So we dedicate this Campaign
Report not to the front-page campaign story of the month but to
the "other" news.

(And if you just can't help yourself, we have amassed at the
bottom of this report - #swift
all of The Post's news, analysis and commentary on the ads being run by Swift Boat
Veterans
for Truth.)

That Pesky Deficit __ Bush, Kerry on the Economy __
   Economy - http://letters.washingtonpost.com/W7RT0451798C384658B4F3FADE5840
: See where President Bush and Sen. John F. Kerry stand on the
issue.

For all of the criticism that Kerry has leveled at President
Bush over his fiscal policy and deficit spending, Kerry's
spending plans might actually grow the deficit, The Post's
Jonathan Weisman reports -
http://letters.washingtonpost.com/W7RT0451799C284658B4F3FADE5840

"A Washington Post review of Kerry's tax cuts and spending
plans, in addition to interviews with campaign staff members and
analyses by conservative and liberal experts, suggests that they
could worsen the federal budget deficit by nearly as much as
President Bush's agenda. If projected savings from unspecified
cuts do not materialize, Kerry's pledges could outstrip those of
the president, whom the Democrat has repeatedly accused of
unprecedented fiscal recklessness."

Managed Care? __ Bush, Kerry on Health __
   Health Coverage - http://letters.washingtonpost.com/W7RT0451798CC84658B4F3FADE5840
: See where President Bush and Sen. John F. Kerry stand on the
issue.

"In his bid for a second term, Bush is reprising much of the
health care agenda he ran on in 2000," The Post's Ceci Connolly
reports -
http://letters.washingtonpost.com/W7RT0451795CF84658B4F3FADE5840

"If the Republican-controlled Congress enacted President Bush's
entire health care agenda, as many as 10 million people who lack
health insurance would be covered at a cost of $102 billion over
the next decade, according to his campaign aides.

"But when the Bush-Cheney team was asked to provide
documentation, the hard data fell far short of the claims, a gap
supported by several independent analyses. ...

"Health experts inside and out of the administration say many of
the assertions Bush makes about his first-term health care
record and his health proposals for a second term are
exaggerated, incomplete or contrary to widely accepted
analyses."

A Grand Old Party for Bush

The Republican National Convention opens in New York on Monday.
President Bush has been in Crawford, Tex., this week, meeting
with his advisers and polishing his speech. Watch next Thursday
night for Bush's prime-time address unveiling his
much-anticipated vision for a second term.

As in real estate, location is everything for political
conventions. For Republicans, New York may offer more than they
bargained for. One thing's for sure, they'll know where they
stand with the locals who aren't vacating the city. The Post's
Michael Powell and Michelle Garcia write -
http://letters.washingtonpost.com/W7RT0451799CB84658B4F3FADE5840 : "Residents of this
vastly Democratic city
are preparing for the Republican convention, which begins Aug.
30, in somewhat the same fashion that residents of a medieval
city steeled themselves for a great siege. Some are packing
their belongings and running to the hills (the Berkshires) or
the sea (the Hamptons). Some counsel resolute defiance and plan
to take to the streets in protest marches. Still others hope to
do all of that, and make a buck or two subletting their
apartments to Republicans."

Comic Kerry

Kerry got his late-night humor ticket punched last night,
appearing on Comedy Central's "The Daily Show." Host and
political wit Jon Stewart has been highly critical of President
Bush, but seemed smitten with the Democratic candidate. In his
online Media Notes column today, The Post's Howard Kurtz tells
us -
http://letters.washingtonpost.com/W7RT0451798F684658B4F3FADE5840
why the moment was important for Kerry:

"It's not about 'connecting' with 'young people' -- that's the
kind of thing an old person would write. It's about
demonstrating that your humor gene is not missing, that you
deserve
regular-guy status, that you get the joke."

Kurtz also gives his critique of Kerry's performance.

This Week on the Trail

Bush ends his pre-convention seclusion tomorrow, hitting the
campaign trail in New Mexico with stops in Las Cruces,
Albuquerque and Farmington. On Friday, Bush will attend a
late-afternoon rally in Miami. Bush makes three stops Saturday
in the battleground state of Ohio, in Troy, Lima and Maumee. And
Sunday, on the day before the Republican convention begins, he
is scheduled
to attend a rally in Wheeling, W.Va.

Kerry makes a stop tomorrow in Anoka, Minn., before heading to
California to start a two-day West Coast swing. He'll attend a
reception in Santa Monica, Calif., tomorrow night, then make
stops in San Francisco, Everett, Wash., and Seattle on Friday.
His running mate, Sen. John Edwards, will be in New Mexico and
Colorado tomorrow and in St. Louis Friday morning.
Traditionally, candidates take time off from the campaign trail
the week of the opposing party's convention, so it's likely we
won't see much of Kerry or Edwards next week. - Mike Snyder -

GOP Hopes Local Turmoil Won't Hurt Bush -

Ordinarily, Ohio's GOP, which has held a virtual lock on power since 1990, would be a
clear
asset for the president. He could take advantage of the party's
grass-roots organization, official surrogates and goodwill with
the electorate. But a host of local controversies have scuffed
the Republican brand name in Ohio. The most malodorous of these
involves allegations of improper fundraising and self-dealing by
the two consultants to Republican state House Speaker Larry
Householder. More -
