My experience is first spend money on RAM upto 512 or 1024 Mb. Two slower processors are more bang for the buck than 1 fast one. Faster hard drives with RAID can also help. Only then worry about the CPU speed SQL server just loves RAM... if it can fit all database in RAM cache it just
