The rules engine you mentioned is definitely a possibility.
The x date of x month will account for some holidays: Christmas, New Years, etc.
The n day of x week of x month will account for some more: Thanksgiving
Going through and identifying the pattern may result in a table that will allow you
I think that's a great reference:
Object-oriented (OO) applications can be written in either conventional languages or OOPLs, but they are much easier to write in languages especially designed for OO programming.

Do those tables exist in the other DBs?
Is it possible that the datasource isn't talking to the correct DB?

I'd like to point out that .cfm files are just text files. This might be how I would start out on this one (completely untested):

Ahh, that makes sense, here it is:

This has been tested on IE 6, NS 7, Mozilla 1.4, Opera 7 and should work on any browser that supports _javascript_ 1.4 or higher.

The tricky part of this situation is that it is likely Terry wants to page between 25 of the outer records (product line), not 25 products.
A different way of asking: Let's say we are talking about contacts with 1 or more phone numbers, if I display 25 contacts and am using the cfoutput group
It seems to me that you should definitely consider a seperate reference table for your files. Basically, just something simple like this:
DocumentFile
- DocumentFileID PK
- DocumentID FK
- FilePath text
- FileName text (user friendly name)
Which seems closest to 2.

I'm curious how folks are implementing pagination using SQL Server 2000 and avoiding returning entire recordsets to CF.
In other words, if I have a search result set of 1,000 rows, and the user will be walking through that recordset 25 rows at a time using prev pagenumbers next
Dave,
Thanks, that would be my inclination as well, however, this would be on a Load Balanced environment, which is not sharing Session Variables (ala J2EE), and is using non-sticky content switch sessions, meaning the user could find themselves on another box while data may change resulting in
