Could be a few reasons for that. If they run CF in a distributed mode the
CF server could be in another rack/room/datacenter that was effected by the
switch outage. Or if the content is on a file share in another rack, the
web server may be configure with a cache for static content and the CF

to 1024 MB, and it crashed. Now we can't get into the CF admin to change it
