They're a wholesaler. Their whole schtick is to sell you a electricity package that's more analogous to a fixed rate with overages cell phone plan than a pay-as-you-use like your current BGE service. They come out because under deregulation, if you buy their package they can force BGE to buy a bigger share of their wholesale power generation.
