sorry if this has been discussed, but havent seen
something related here on @users:
upgrading 1.6 to 2.0 i used the new /etc/cobbler/settings
file, just customized 5 things over the default contents.
Apparently dhcpd_conf is no longer in the settings-file
and dhcpd.conf is templated to
