Bypass the check for PackageMaker later on (why do we do that?)
if we don't need it on OS X because we are using epm 4.3 or later

If we find epm 4.3 or later, we don't need to worry about PackageMaker on OS X.
This version allows
the use of pkgbuild (et.al.) instead of the deprecated application.
