Hi Ingo, many entrants from China could not come to Taiwan because of visa difficulties... in Hex there ended up being 2 competitor, EzoCNN from Japan by Kei Takada and MoHexCNN by Chao Gao (UAlberta). on 11x11 both programs win at least 80% of their games against last year's champion non-CNN

Hey Simon, I only now remembered: we actually experimented on the effect of making 1 blunder (random move instead of learned/searched move) in Go and Hex "Blunder Cost in Go and Hex" so this might be a starting point for your question of measuring player strength by measuring all move
