It's Automatic Updates. For some reason, I'm seeing this a lot on our laptops this month, but I don't know why. I've turned off AU, and it's notification that you may be at risk!, off. So, that's not a bug that's a feature! Sadly, yes. You can't say MS is without a sense of irony.
