That's wrong because some system administrator can make changes they want to
apply to all users.
Furthermore, new rpms should never overwrite config files.

What's wrong? When you make change to suit your need, you do this to global file
instead of your own config file (~/.vimrc) ?

I think moving it from /usr/share to /etc will not fix the problem. The problem
is in the specfile that misses out /usr/share/vim/vimrc as a configuration file.
