The problem has been resolved. It was an upstream DNS server problem.
Messages queue is processing as it should.
No more soft errors on testmxlookup.

Been on Buster as production for some time now (over a year - and no, I
did not update on initial release, waited almost 6 months). This is the
first problem I've run into - and it wouldn't have mattered if I was on
Stretch or Buster, as per Sam.
