-Caveat Lector- So what? Given that the CITIZENS can initiate a referendum any time, on any matter or any public servant (AS THEY CAN IN B.C. NOW + USING THE RECALL POWER) then the REAL Constitution and ultimate power rests with the one and only political party, which is a "Party of Citizens".
