Sen. Clinton Challenges Bush's Tax, Health Policies

WASHINGTON (Reuters) - In her first major policy speech as a U.S.
senator, former first lady Hillary Rodham Clinton on Thursday
lashed out at President George W. Bush"s tax cut plans and warned
him against rolling back abortion rights.

Less than a week after leaving the White House, Sen. Clinton drew
battle lines with the new Republican administration on tax and
health care policy. She blasted Bush"s $1.6 trillion tax cut
package, saying it would "lead us back to a deficit position,"
warned the new administration against banning the abortion pill
RU-486 on "political grounds," and promised to lobby for passage
of a "universal, affordable and comprehensive" prescription drug
benefit for seniors.

Clinton made history in the November election, becoming the first
president"s wife to win public office. As New York"s new senator,
Clinton promised to focus on nitty gritty, constituent-oriented
policies, and to work alongside the Republican leaders who
spearheaded her husband"s impeachment and pushed Democrats out of
the White House.

Addressing a health care forum in Washington, Sen. Clinton
sharply criticized Bush for imposing a ban on federal funds for
international family planning groups that "perform or actively
promote" abortions. "I would hope that this order, which
penalizes family planning ... would be rethought and reversed,"
she said, adding that her supporters must "remain vigilant so
that the progress we"ve made thus far is not rolled back."
Clinton said Bush"s secretary of health and human services, Tommy
Thompson, should not politicize his proposed review of the
abortion pill RU-486. The pill won Food and Drug Administration
(FDA) approval last year, giving women a nonsurgical option for
ending early-term pregnancies. "I think the evidence of the
efficacy and safety of RU-486 is convincing and I would be very
concerned if a decision were made on political grounds instead of
on medical or scientific grounds," Clinton told reporters.
Reviled by some conservative Republicans for heading efforts in
President Clinton"s first term to overhaul the health care
system, the former first lady said she would continue the fight
in the Senate.

Clinton threw her support behind Democratic bills that would
provide prescription coverage to Medicare recipients, expand
health care coverage to the uninsured and safeguard patients"
rights. And she warned Congress against abandoning "balanced"
fiscal policies in favor of massive tax cuts. "In striking that
balance between tax cuts and investments, paying down the debt
and having a reserve fund, we have to recognize that health care
must get the attention it deserves," Clinton said.

But given that Republicans, for the first time since 1953,
simultaneously control the White House, the Senate and the House
of Representatives, she conceded: "The road ahead is one that"s
difficult."
