The Austin American-Statesman published a story on the incident. It
contained a photo which showed the diplomatic license plate. Except for
the first two letters, it is quite clear:
O78 KXD
Or, it could be: Q78 KXD
Also, it is possible the 7 is a "2."
I add this bit of information in case anyone knows how to track down a
diplomatic license plate.
