I've nothing on C19th England bankers with a rare name, Tiarkes, so I looked for them, and up came only about five sites from Google, two of which were no good; but two of them were links to a forthcoming "unauthorised biography" of George Bush (Snr I think), and the reason this came up re Tiarkes is due to some link in the blurb for this book, re some C19th link with US interests and Schroeders, via England, Tiarkes evidently a connnection with Schroeders. So you and I could be looking afresh at Schroeders, who were a German bank, and it's unclear why they started up in England anyway, from the book on them I've read (briefly) in my local university library a few years ago. There might be more to your theory about European bankers influences playing themselves out in US circumstances than we yet know or even guess? What tricks me is that such European connections do not seem to have come through "British connectivity", or the necessarily English-speaking world; but on the other hand, Robert Morris in time of the American Rev. had agents in Hamburg and so on, Lord knows what that might have led to. Morris by about 1792-1793 had the bright idea of selling the US debt of the day to some Swiss financiers, an idea which did not come off - as far as we know.
