COMMANDOS PLAN TERROR-LAIR STRIKES

September 27, 2001 -- WASHINGTON - U.S.  commando teams are planning secret
operations designed to capture scores - and possibly hundreds - of Osama
bin Laden's henchmen, The Post has learned.

Military experts inside and outside the government said last night that
raids aimed at taking prisoners in Afghanistan to gain vital
intelligence about the whereabouts of terrorist lairs figures
prominently in the Pentagon's emerging strategy to hunt down bin Laden
and destroy his terror empire.

Bin Laden disappeared on the day of the kamikaze attacks on the World
Trade Center, and U.S.  intelligence agencies believe his terror camps
are now empty - with hundreds of his loyal fighters scattered in a
network of caves and tunnels throughout the rugged terrain of southern
Afghanistan.

Officials familiar with the ongoing war planning at the Pentagon say
there will probably be an initial wave of U.S.
airstrikes against military targets of the Taliban - designed mainly to
create a safer atmosphere for U.S.  ground forces to operate.

After that, officials foresee a rapidly changing and constantly evolving
battlefield in which small groups of highly trained U.S.  commandos are
quickly inserted from bases in Uzbekistan, Tajikistan and Pakistan to
hunt down an elusive, mobile and widely dispersed enemy force.

"This is not Baghdad or Belgrade, where we had fixed targets," said a
U.S.  official.  "This will involve tracking down terrorists in groups
of a dozen or more all over Afghanistan."

U.S.  officials expect "snatch teams" from elite commando units
including the Army's Delta Force, which specializes in hostage rescue
and anti-terrorist raids, will be deployed for lightning strikes against
suspected terrorist lairs to take prisoners, who will then be
interrogated about their knowledge of other terrorist hideouts.

"The taking of prisoners is going to be very important in this
operation.  Their strategy is going to be very similar to the way the
FBI and the DEA tries to unravel any criminal enterprise - which is to
arrest people and work up the food chain," said John Pike, who heads the
military analysis think tank GlobalSecurity.org

"It's why you hear all this talk from the leadership about this being a
dirty war in the shadows," added one military official.

Special Forces units engaged in similar operations against the Viet Cong
during the Vietnam War.  In 1997, Special Forces units also roamed the
Colombian countryside to capture Medellin drug lord Pablo Escobar.

The taking of prisoners will not be the only method U.S.
forces will use to hunt down bin Laden.

The CIA and Defense Intelligence Agency also will use special sensors,
thermal imagery, microphones and Predator drone aircraft to try to
locate bands of terrorists.

Most of the attacks, U.S.  officials believe, will come as bin Laden's
forces try to move from hideout to hideout, Pentagon officials said.

Officials describe several likely combat scenarios in which commandos
are used to pinpoint locations of terrorist units and call in airstrikes
or larger attacks using helicopter gunships or Green Berets dropping by
rope from specially designed helicopters that evade enemy radar by
flying at high speeds over treetops at night.
