 Top-Secret Agency Reports Computer Problem

WASHINGTON (Reuters) - The super-secret U.S. National Security Agency
on Saturday said its computer systems suffered a ``serious'' problem
affecting their ability to process intelligence data for three days this past
week.

The NSA, which eavesdrops on conversations overseas to monitor
possible security threats to the United States, in a statement said the
problem had been resolved and it was confident ``that no significant
intelligence information has been lost.''

But it noted that it took NSA technicians thousands of man-hours and some
$1.5 million to get the computers up and running again at the agency's
headquarters at Fort Meade, Md.

As a result of the unprecedented blackout of information, analytical reports
from Fort Meade that turn intercepted foreign telephone, cable and radio
messages into meaningful data for the rest of government, were halted.

``The National Security Agency headquarters suffered a serious computer
problem at 7 p.m. (0000 GMT) on Monday, 24 January 2000,'' the agency
said in a rare press release.

It said the computer systems were affected for 72 hours, but were now
operating ``within the window of normal operations.''

``This problem ... did not affect intelligence collection, but did affect the
processing of intelligence information,'' the statement said. ``The backlog
of intelligence processing is almost complete, and NSA is confident that no
significant intelligence information has been lost.''

The latest incident follows the failure of a critical U.S. spy satellite system
on New Year's Eve, the most significant known casualty of the Year 2000
computer glitch.

That problem crippled a ground station that processes images beamed
from a series of U.S. satellites that monitor potential activity by armed
groups considered hostile to the United States.

Those setbacks come as the NSA, known around Washington as ''No Such
Agency'' because of its ultra-secret ways, has been reexamining its
mission in the post-Cold War era and trying to shake its image of falling
behind on high-technology applications.

ABC News, which first reported the computer problem, quoted NSA

not caused by any matters related to Y2K issues, but that the computer
system was ``overwhelmed'' by the amount of information it was receiving.

The Washington Post quoted one official describing the outage as a
``software anomaly.''

``As of now, there is no evidence other than this was a system stressed to
meet day-to-day operational pressures,'' the paper quoted the official as
saying.
