}}}>Begin SUNDAY DECEMBER 23 2001 America ‘clears’ Saddam of links to anthrax and aircraft attacks AMERICAN investigators have abandoned attempts to link Saddam Hussein, the Iraqi leader, to anthrax attacks that killed five people, complicating President George W Bush’s drive to overthrow the Baghdad regime, write James Clark and Tony Allen-Mills. After weeks of intensive study by scientists and intelligence agencies, no evidence has been found of an Iraqi connection, and the attacks are unlikely to be used as a motive for any future American assault on Saddam, US officials indicated yesterday. Washington has also concluded that Baghdad had nothing to do with the September 11 attacks orchestrated by Osama Bin Laden. The absence of an Iraqi “smoking gun” that would justify an early attack on Saddam is stirring fierce debate in Washington as the Pentagon, State Department and CIA draw up options for extending the international war agai nst terrorism. Several influential figures in the Bush administration have warned that Saddam’s notorious programme of building weapons of mass destruction remains a threat to American security. “The president has made clear that the war on terror is not just a war on the people behind September 11,” a senior administration source said last week. Bush himself gave a warning last week that peace was not yet at hand. “Next year will be a war year as well, because we’re going to continue to hunt down these Al-Qaeda people,” he said. Although no final decision has yet been taken to extend the war to Baghdad, Bush has ordered the CIA to present him with a list of options for toppling Saddam. The agency has advised the president to set a deadline for Sa ddam to allow United Nations weapons inspectors back into Iraq, intelligence sources said. If the deadline is not met, Bush would have the pretext for a renewal of American bombing of Iraq, with the first attacks likely to strike at production sites for weapons of mass destruction. Some US officials, however, are concerned that the political and diplomatic foundations of Bush’s campaign against international terrorism will be undermined if Iraq is attacked. These officials believe the moral outrage that united the world against Bin Laden would dissolve if America were seen to be settling old scores. Vladimir Putin, the Russian president, and Gerhard Schröder, the German chancellor, both warned Bush last week against extending the war to Iraq. American officials now believe that the anthrax in the US came from a domestic source, and could have been spread by a disgruntled scientist or even by somebody with shares in the company that makes the antibiotics used t o fight it. The governments of both Yemen and Somalia have begun cracking down on Al-Qaeda activities since both countries were identified as potential American targets. A new front is also opening in the Philippines, where US special forces are to help local troops tackle Muslim rebels. At least 100 commandos are heading for the Philippines to begin what one Pentagon official described as “the largest and most comprehensive” training programme undertaken in Asia in recent years.
