Lifting lid on judges' secret society  Gerard Seenan 2/19/03 "An unprecedented legal hearing into a secret society which boasts some of Scotland's top judges among its members opened in Edinburgh yesterday amid claims the judges' membership breaches human rights law. Lord Gill, Scotland's second most senior judge, ordered yesterday's appeal court hearing into the Speculative Society after campaigners raised questions about its influence. It was heard before three judges who were not members of the "brotherhood". "http://www.guardian.co.uk/crime/article/0,2763,898374,00.html

A Flight of Mind  - The Act of Dissociation Can Protect Children Emotionally From Trauma, but  Repeated Use May Cause Lasting Harm   by Pamela Oldham - Special to The Washington Post 2/18/03 "Research tells us what children -- or, for that matter, adults -- generally  do when exposed to physical violence or other trauma they can't flee from or prevent: They "dissociate." Dissociation is an involuntary human response to high stress or trauma that  causes the conscious mind to withdraw and turn inward, reducing incoming stimuli and mitigating the effects of overwhelming emotion. The feeling is one of being present but not consciously aware of oneself or one's surroundings and is characterized by memory loss and a sense of disconnection. For victims of trauma, experts say, dissociation is often lifesaving. But when the dissociative response is called on repeatedly, especially in early childhood, the defense can become fixed and ingrained, disrupting normal functioning and undermining emotional and physical well-being. The most common cause is chronic child maltreatment -- physical, emotional or sexual abuse."

Puerto Vallarta, Mexico - A never-used orphanage for boys sits empty just south of this tourist town, linked to a 53-suite resort hotel by a narrow footbridge across the creek-sized Mismaloya River. Thomas Frank White, the San Francisco multimillionaire whose money built it all - the footbridge, the Hotel Casa Iguana and Los Ninos de Vallarta shelter and school - sits thousands of miles away, in a dirty, crowded cell in Bangkok Remand Prison...White, a 68-year-old investor and stockbroker, was arrested in Bangkok and now waits for an extradition hearing. Mexican legal authorities and a Thai special prosecutor will use the court hearing to ask a Thai federal tribunal to send White to Mexico, where he has been charged with alleged child sexual abuse, child prostitution and providing drugs to minors.

US plan for new nuclear arsenal
Secret talks may lead to breaking treaties
Julian Borger in Washington Wednesday February 19, 2003
The Bush administration is planning a secret meeting in August to discuss the construction of a new generation of nuclear weapons, including "mini-nukes", "bunker-busters" and neutron bombs designed to destroy chemical or biological agents, according to a leaked Pentagon document. The meeting of senior military officials and US nuclear scientists at the Omaha headquarters of the US Strategic Command would also decide whether to restart nuclear testing and how to convince the American public that the new weapons are necessary.

WHITE HOUSE URGED NO PERMIT TO MARCH
FEBRUARY 18. The Post-Standard (an affiliate of Syracuse.com) is
reporting that the Bush administration weighed in on the denial of a
march permit to the NYC anti-war rally.  Last week, the NY mayor's office told organizers of the rally they could not march on the streets. Then, a three-judge federal panel
upheld the mayor.  But the Bush administration had filed a brief with the judge panel,
urging it to go along with the mayor's office.  This was an obvious attempt to discourage the protests against White House moves toward war. It was essentially a denial of 1st Amendment rights, and as such marks yet another assault on the Bill of Rights by this administration.
The 100,000-plus people who showed up to stand in one place in NYC were not deterred, but this does not change the thrust of the White House attempt. If the people can't march, why should the soldiers be allowed to? JON RAPPOPORT www.stratiawire.com
