-Caveat Lector- <A HREF="http://www.ctrl.org/"> </A> -Cui Bono?- Global Gun Control Prep-Com The Clinton State Department has continued to openly undermine the Second Amendment to the U.S. Constitution at U.N. global gun-ban conferences. Lee Feinstein, Deputy Director of the State Department Policy Planning Staff, bragged that "you can count on the full backing of the United States" at the February 28th-March 3rd gun control PrepCom at UN headquarters. Feinstein termed "weapons collection and destruction" on the global level a "priority" for the United States. Feinstein referred specifically to the August 1999 recommendations by the UN Government Panel of Experts, which called for the global abolition of privately held firearms: "Turning to the 2001 conference, our focus should be on the kind of concrete and pragmatic measures contained in the two reports produced by the Government Panel of Experts." The August 1999 report, entitled "Report of the Group of Government Experts on Small Arms," called for "the prohibition of ... private ownership of small arms" and prompted the UN General Assembly to call a global gun control summit in Geneva in June/July of 2001 and three preparatory committee (PrepCom) meetings leading up to the global summit, of which the recent PrepCom was the first. A UN press release summarized the PrepCom as a call for "the study on 'the feasibility of restricting the manufacture and trade of such weapons (small arms and light weapons) to the manufacturers and dealers authorized by States.'" The PrepCom also suggested that there is (in the words of the press release) an "interrelationship between illicit trafficking, smuggling and the legal trade in small arms," which supposedly requires more gun controls on a global level. The PrepCom was designed to create an illusion of popular support for a global firearms registration regime, and was therefore attended by scores of government officials who were catechized by the several dozen anti-gun Non-Government Organizations (NGOs). U.S. NGOs in attendance included the New York-based Firearms Injury Center, the World Policy Institute's Arms Trade Resource Center, and Human Rights Watch. The remaining two PrepComs will be held January 8th-19th, 2001 at UN headquarters and March 19-30th, 2001 at a yet-to-be-determined location (Kenya has offered to host this meeting).
