AP Interview: FBI's top Conn. agent expands investigative team to protect
corporate secrets

HARTFORD, Conn. -- From batteries that allow the Spirit rover to explore the
surface of Mars to the little blue pill that revolutionized the treatment of
impotence, myriad corporate breakthroughs have been secretly developed in
Connecticut.

And the FBI has been working to protect those secrets.

Special Agent Mike Wolf, Connecticut's top FBI agent, has expanded the
counterintelligence team that investigates industrial espionage.

"The state of Connecticut is very vulnerable to representatives from other
governments coming in, trying to steal our technology," Wolf said in an
interview Wednesday with The Associated Press. "We have billions in defense
contracts. Research and development is done here ... Other countries would
like that technology."

Nationally, the FBI has made counterintelligence its No. 2 priority, behind
anti-terrorism. Until last year, Connecticut's counterintelligence agents
were part of the anti-terrorism team.

In the past year, Wolf has formed a stand-alone counterintelligence team and
added agents to fill it. With criminal investigations underway, Wolf said he
expects the unit to be busy in 2004. He would not disclose staffing levels.

"We're confident in our own security, and it's excellent to hear that an
organization like the FBI is adding to their security," GE spokesman Peter
Stack said.

The importance of industrial security is underscored by companies' hesitancy
to discuss the matter. A UTC spokesman said company security is the only
subject it will never discuss.

Wolf said his agents have good relationships with Connecticut businesses,
but would not elaborate. He said he is willing to further expand the
counterintelligence team this year

"It is a national security issue if we lose the ability to innovate, or if
we spend a lot of money to innovate and the intellectual proceeds from that
innovation are stolen," said Richard J. Heffernan, a Branford corporate
security expert who has trained FBI agents on preventing corporate
espionage.

"If they're doing this, it tells me they're serious," Heffernan said of the
FBI counterintelligence team. "They do not assign manpower based on
something that remotely may happen."
