Todd Robberson was on a hot trail when he got reassigned to cover
the critically important mid-term Chilean elections. Corozal
Supply Depot was receiving so much military equipment being
turned in in October and November that it could not be shipped
out of Panama. A real dilemma existed--who would help the good
old USA out of such a jam.  Voila, our good friends the Chinese
were at the ready.

Whampoa Hutchison container port is only a short two miles from
Corozal Military Depot and with the exit of military police in
late September and early October only a privately contracted
Panamanian firm manned the gateposts at Corozal. All it required
to solve the problem was for turned in military equipment to be
downgraded from A or B classification to H or X classifications
and be reported as being sent to the Panama City Dump for
disposal. They even took a few contrived photos of the disposal.

The Panamanian truck drivers did not mind talking about their
after hours work and were well paid for it. Hundreds of millions
if not billions of dollars of equipment thus vanished from the
inventory of the US Armed Forces in a performance even magician
David Copperfield would have had difficulty with. Did the
perpe---traitors expect to get away with their little shell game?
Obviously. But they made one error. They knew a robbery of this
magnitude might be discovered--or at least certain items might
show up and they needed to plan for a scapegoat.

Someone so ignorant of the politics involved he would never be
able to work his way through the purposefully convoluted tangle
that would result from the closure of the bases. The prime
scapegoat would be someone with little political clout and
limited financial resources to battle the charges that the US
Army Criminal Investigative Division would bring against him in
Panama Courts.

The scapegoat is an American doctor who was working in Honduras
along the North Coast in Miskito Indian villages and with the
Garifuna or Black Caribs. His small organization sought help and
approval from US Army Southern Command and were approved under
the Humanitarian Assistance Program.The Army gave his
organization 3 million dollars of equipment which he says
demonstrates their lack of the facts as the actual value is
substantially higher.

The items received were distributed through Honduras or given to
units of the US Army working with Joint Task Force Bravo in the
Aguan valley. In November the US Army CID filed a petition for
assistance with the Procurador General of Panama in which they
allege the doctor of conspiracy to defraud the US Govt, theft of
US Govt property,possession of US Govt Property and Money
Laundering.

The doctor has asked for an opportunity to discuss these charges
with the CID. He has asked for an opportunity to take a juried
polygraph to determine the truth. He went to Federal District
Court as requested by the CID and the Asst. US Attorney had no
knowledge of the case. Now the doctor has received word that if
he will accept a reprimand the charges may be dropped.

He, I, Steve Foster MD, will not 'accept ' a reprimand for
something of which I am not guilty. Further I will not allow this
travesty of justice to go unnoticed. I know much more and only
hope some reader of this forum will forward it to someone who
will investigate what must sound like wild allegations. More than
hope, I pray to God that someone will look into this matter. If
anyone had told me my own government was capable of pulling off
such a whitewash, I doubt I would have believed it.

Now sadly I find myself a Georgia Family Physician who only went
to Honduras to help after Hurricane Mitch as the target of an
internal investigation by the Army in order to have someone to
point the blame at for Panamagate--the largest theft of US
Military equipment ever to occur without the cooperation of
Congressional Rubberstampers.

For further verification of this wild story I challenge you to
pull up the Jan 10, 2000 article in Honduras This Week titled
'Heart to Heart hits Hard Times' written by Maria Fiallos. It
outlines the charges as well as the Work of Corazon A Corazon in
Honduras.

This story has one additional feature---Well placed Deputy
undersecretaries of the Army as well as the Secretary of the Army
know of this matter and one of those is quite active in the Gore
Campaign----Was Whampoa Hutchison a contributor of soft money to
the campaign? I am and have been a Democrat and these same well
placed DUSA's know that. I have been abandoned by my party to
take this fall and I will not be a silent party to this
treasonous travesty. Either someone listens and at least checks
out this incredibly improbable, but absolutely true conspiracy
theory or my life may be over.

I, Steve Foster, do not wish to experience the same fate as
Vincent Foster. So have your favorite journalist get off his or
her lazy ass and check this story out--if I am lying that can be
established in minutes--But suppose I am telling the truth?

Panama----Whampoa Hutchison---US Army----Gore
Campaign----Reporter called off of a hot trail---China----COSCO
container ships----An innocent physician charged with 4
felonies---Hurricane relief Humanitarian Assistance in Honduras.
Have the perpe-traitors no shame in who they sick their CID dogs
on? No and they have underestimated my resolve and the lengths I
would go to prove my innocence and those lengths led to my
discerning this iceberg's tip in the fog surrounding the base
closures.

If I can pick this much up imagine what a trained investigative
reporter will learn. To paraphrase Truman we don't need to give
'em Hell. We only need to tell the truth and they will think it
is Hell. Do me a favor and reply as you read this I want to
insure the e-snoops at Fort Meade are now leaving my
transmissions alone. May we strive to do His Good Work, Steve
Foster MD Corazon A Corazon.
