North Korea threatens US with military build-up

North Korea on Tuesday threatened to build up its military forces in response
to Washington's "strong-arm" policies against the unpredictable communist
state.

Pyongyang said it was forced to increase its powers of "self-defence" against
US aggression, accusing President George W. Bush of creating a "war
atmosphere" on the divided Korean peninsula.

The comments, made through the state news agency, were the latest in an
escalating battle of rhetoric between Pyongyang and Washington.

Any sign that North Korea was bolstering its military would be seized on by
hawkish elements of the US administration currently lobbying for a tough
stance against "rogue states". Last month, Washington cited North Korea
alongside Iraq as guilty of developing nuclear and biochemical weapons.

Pyongyang's outburst dealt a blow to Kim Dae-jung, president of South Korea,
who is this week touring Europe to galvanise support for his policy of
engagement with North Korea.

On Monday, Mr Kim, told the Financial Times it was "necessary and vital" for
Pyongyang and Washington - enemies in the Korean and cold wars - to resume
dialogue.

However, North Korea's tirades against the US have been balanced recently by
several conciliatory gestures to the international community, demonstrating
the erratic nature of Kim Jong-il's regime.

Pyongyang has given the go-ahead for a safety inspection of one of its
nuclear power plants, signed two United Nations anti-terrorism treaties and
condemned the September 11 attacks on the US.

Analysts said the conflicting signals reflected a tussle within North Korea
between hardliners and reform-minded officials.

Antony Stokes, political secretary of the British Embassy in Seoul, warned
against too much being read into North Korea's aggressive language, arguing
it was more bluster than substance. He said that behind the rhetoric, both
Washington and Pyongyang wanted dialogue.

Relations between the US and North Korea have been strained since Mr Bush's
election to the White House last year, replacing Bill Clinton, who had played
a lead role in Kim Dae-jung's "sunshine" policy of reconciliation of Korea,
bitterly divided since the end of the second world war.
