Arkan Gunned Down in Belgrade Hotel


Next: that big war criminal in the US.

ARKAN, the notorious Serbian warlord and one of Yugoslavia's richest men, was
assassinated in a Belgrade hotel last night.

The indicted war criminal, whose real name was Zeljko Raznatovic, was gunned
down by masked assailants at the entrance of the luxury Intercontinental
Hotel. He was shot through the eye and died on the way to hospital.

His private army, the Tigers, conducted murderous ethnic-cleansing campaigns
in Croatia, Bosnia and Kosovo. Arkan, 47, also amassed a business fortune
from casinos, protection rackets, sanctions-busting and gun-running. He
married a popular folk singer. In Belgrade last night, he was thought to have
been murdered on the orders of business rivals rather than in revenge for war
crimes.

Three gunmen approached Arkan and his entourage in a hotel foyer and opened
fire. He was hit by at least one round from a sub-machinegun. One of his
bodyguards was also killed and at least two other people wounded. Colonel Bob
Stewart, a former Nato commander in Bosnia, said the killers were probably
from the local mafia, adding: "He has done a lot of criminal activity."

Martin Bell, the former BBC war correspondent who enjoyed a close
professional relationship with the paramilitary leader, said he was not
surprised at the news. Mr Bell, who is now the MP for Tatton, said: "He has
been living on the edge for a long time. Although I was aware of his
reputation and what he was said to have done, I always found him to be very
helpful to me personally, getting me into war zones and so on. We developed a
kind of friendship."

Arkan was indicted by the United Nations war crimes tribunal in The Hague in
1997 for crimes against humanity. He was also wanted by Interpol in
connection with a series of bank robberies across western Europe.

Is Al Gore a Hollywood Wax Dummy?


You've got the wrong bag, baby.

VICE-PRESIDENT Al Gore's sunken eyes and waxy complexion hinted at a man
being driven just a little beyond his capabilities last week as he campaigned
in New Hampshire against his dangerously fit-looking rival for the Democratic
ticket, former basketball star Bill Bradley.

With 10 months left before Americans vote for a new president, Mr Gore is
going to have to ease up or start taking some new pills if he is to appear
ready for the world's most powerful public office. His demeanour is hardly
that of a Vice-President who should be basking in some of the glory
reflecting from the longest period of sustained economic growth America has
known.

Constantly having to distance himself from association with President
Clinton's private life, he finds it difficult to benefit from the
administration's successes. Last week Mr Gore said: "I'm running for
President on my own as who I am, on my vision and my agenda." Asked to
comment on the President's sexual indiscretions, as he frequently has to, he
gives the unimaginative reply: "I wouldn't have done that."

Not only is he lagging badly in the polls behind George W Bush, his likeliest
Republican opponent, but he faces an unexpectedly powerful challenge for his
own party's nomination from Mr Bradley, a former senator.

The cerebral Mr Bradley is scoring well among Democrats likely to take part
in the Iowa caucuses in eight days' time, the first step in choosing the
party's candidate, and is just ahead of Mr Gore in New Hampshire, where the
first primary election will be held on February 1. Mr Gore's greatest enemy
is the air of tedium he creates wherever his campaign goes.

Take his clothes. He's tried navy blue. He's tried "earth colours", as
recommended by Naomi Wolfe, the feminist author. Earlier this month a striped
suit made a brief appearance. One afternoon last week it was back to "earth"
again. The round-neck pullover was brown, the trousers were grey, the jacket
was . . . nowhere to be seen. At the Sheraton Hotel, Nashua, Mr Gore was
preparing to talk to members of the New England Community Action Association
he suddenly realised it was missing.

"It's in the bag, where's the bag?" he asked staff urgently. It was too late,
and he had to go on without it. The jacket's absence clearly niggled him when
he began explaining why unemployed people seeking jobs need to be taught how
to dress appropriately. "Er . . . I apologise for not having a coat and tie
on here today," he said suddenly. "I'm glad there are a few others who didn't
get the dress code."

Then there is his use of language, which hardly bears out his pledge to mount
a "rip-tootin' campaign". A promise to expand pre-school education becomes a
pledge "to make available $25 billion of interest-free bonding capacity".
Almost the only time Mr Gore showed signs of life last week was when he
talked of his own background.

Describing to an audience of pensioners how his parents had met, he said his
late father met his mother - now 87 - at the late-night coffee shop where she
worked. She was trying to pay her way through law school. He said: "He fell
in love with the waitress who filled up his cup. I speak to my mother at
least once almost every day."

Behind the scenes, Gore aides liken his contest against Mr Bradley to that of
a pugilist versus philosopher. But even with that spin on it, Mr Gore's line
of attack shows that it is not just his health that needs more pep. He has
repeatedly said: "The presidency is not an academic exercise. It's a daily
battle."
