President Saddam Hussein address call to Brother Arabs: regimes, governments and people In the name of Allah, the Merciful, be Compassionate Your majesties, highnesses, and excellencies, Brother Arabs: regimes, governments and people, Peace be upon you! I address you this time in the name of the leadership and people of Iraq directly. It is a brotherly call addressed to you after the flood has reached its climax and after the destruction, terror, murder and sacrilege practised by the aggressive, terrorist and criminal Zionist entity, together with its tyrannical ally, the US, have come to a head against our brothers and our faithful struggling people in plundered Palestine. If evil achieves its objectives there, Allah forbid, its gluttony for more will increase and it will afflict our people and other parts of our wide homeland too, in addition to the suffering that has been and is still being inflicted upon the people of Palestine. Therefore, brothers, I address this message to you as a specific call for the sake of Palestine and, through Palestine and its Holy Quds, for the sake of us all and, through our nation, for the sake of all humanity, which is afflicted with the tyranny of the evil American-Zionist alliance. Brothers, When we address this call to you, we do not set out of imagination but out of a deep faith in, and a full understanding of the heritage of our nation and its glorious history. This history reveals that our nation, even under the most complicated and the hardest circumstances, has always found its way when its potential and resolution have been mobilized. No matter how heavy misfortunes weigh on our nation, or how dark the veils of night hang down on it, it has been able, when following the right path, to light candles on both sides of the road to guide it towards its choice and its objectives. We, brothers, seek for Allah’s reward and seek for honour in this life and the next. We seek for them with you and through our gathering and our joint action, and not apart from you, unless we find ourselves compelled to act, each according to the stand, which suits his viewpoint and belief. Therefore, and although we are aware of the circumstances involving the bearers of official titles in the nation and their capabilities, we have a great hope in you, brothers, to mobilize resolution so that we win jointly and not individually, Allah’s favour and the favour of our nation and humanity at large. If any of us, within the boundaries of his country and on the basis of the peculiarity of his sphere and his capability, sees that the troubles he has are a burden too heavy for him to carry, it is with solidarity, joint force and joint action that these troubles and others become lighter in weight. Group resolution, or the resolution generated by the sense of solidarity or joint action, will make them easier to carry and will make the shoulders stronger and more capable of endurance and steadfastness. That is because Allah’s Hand is with the group that has faith in Him and that trusts in Him, glorified be His name. Whoever supports right against wrong will receive Allah’s support in this life and His honour and best reward in the next. We do not want to burden you, brothers, with the details and remind you of what is happening to our faithful people who are being afflicted with the evil of the US-supported Zionists. What is happening to our people and our brothers there is clear enough even if we only see it on television. Arabs, Many of those who held titles of responsibility amongst us and, perhaps, many in certain circles among the Arab nation used to blame the Palestinians. They claimed that the Palestinians did not resist the Zionist occupation, as they should have from the year 1930 to the defeat of some Arab regimes in the year 1948 and afterwards. But what can any just and indubitable person say now about the stand of the heroic people of Palestine, men and women, children, youths and old men? The stand of the heroic people of Palestine, who are now facing alone the alliance and conspiracy of Zionism and Imperialism, which were originally designed for the whole nation, is set against the stand nearing impotency on the Arab side. In all cases, the reason for this impotency is not the weakness of the potential of the nation or the will of the people. It is, rather, the weakness of the will of the decision makers or their unwillingness to shoulder their responsibility with the honour, the patriotism and the life buoy to carry all to the shore of safety. It is painful to see how they have abandoned the simplest rights and principles of pan-Arabism and the meanings of faith entrusted to our titles and the titles of others by the heritage of our immortal nation. They have abandoned all the meanings which make our nation one nation, called up by the Merciful and the Compassionate to be the ideal for those who believe in Allah, the One and only One, and the beacon of faith and virtue to overcome wrong and to champion right. Arabs, We are all called upon to remember and never forget our duties towards Allah, towards our nation, towards our people and even towards humanity. We can do this through a stand of honour, achieved in any form that raises it above the state of deterioration and impotency through which our nation passes now, and above the state of only watching our struggling heroic Palestinian people while they face murder and destruction daily. We all perhaps remember the results of the abandonment and treason, which happened in 1948, and must keep in mind what may happen if things go on now the way they did then. It is required of us, brothers, to say -- in one voice, with a faithful and sure heart and in a stand whose lines are free of weakness that may cause anyone who harbours it to stray out of the frame of the minimum of his faithful patriotic, national and human responsibility -- that the US is an aggressive and a terrorist power and that the Zionist entity is not only a usurper of the land of Palestine and the lands of the Arabs and their legitimate rights in sovereignty and security, but it has also become an open, evil, destructive and terrorist centre against the people of Palestine and against our nation as a whole. Our side should give up the policy of servility, covering up, weakness and flattery at the expense of right and should say openly that the US encourages the Zionist entity to survive at the expense of the Arabs and to kill Arabs and believers, that the objectives of the US and those of the Zionist entity are the same, that their wicked behaviour is one, that their aim is to humiliate and destroy the nation and that the events of September 11 are nothing but a cover they used to pursue that wicked plan in humiliating and destroying the nation. We have to postpone all our differences and concentrate on taking an honourable stand before Allah, history and the people, testifying that we, governments and people, have taken that stand jointly and with full solidarity. This is the only way through which we may regain the respect of the world, now that the world and its representative assemblies have started to slight the Arabs, their potential and their stand. Some, perhaps, scorn the Arabs for their weakness. Foremost, of those who behave in this manner towards the Arabs are the US and its ally, the Zionist entity. Brother Arabs, We should only remember the causes and reasons for our unity in this difficult crisis. We should try to forget or postpone all that may lead to our division, which is desired by our enemy under all titles and names. We should reject any plan to divide the potentials, stands and titles of the leadership of the people of Palestine and their heroic groups according to the wicked tactics of Zionism, supported by the US and some western governments, which aim at weakening the people of Palestine and their will for struggle. He who is not urged by the fervour of the blood ties and principles should be urged by the imminent danger in order to take part in the joint action. He whose position does not help him to remember the great objectives of our nation and its great role inspreading faith should remember that the destiny of the Arabs, and the nation we are now responsible for before Allah, will be achieved only through our unity and not through our division and quarrels. Iraq is ready, people, regime and leadership, to shoulder its responsibility so that we may reach a stand which will please Allah and our nation so that history may record later on all that give glory to our grandchildren, after our children, with a stand of honour after we respond to the call of the believing mind, the pure conscience, the faithful heart and the free and honourable aspiration. Allah will protect all those who believes and trust in Him, glorified be His name. Brothers, Under certain circumstances, those who are in positions of responsibility, whether they hold titles of power or other titles among the people, are faced with options all of which are difficult. But in emergency cases, like the one we are in now, any decision or option becomes encompassed by dangers and possibilities which may be undesired at the starting point. Since difficult emergency cases do not all come in form of a premeditated option, they must be faced with options and decisions just as difficult. If wisdom requires that silence or political tactics are resorted to, in circumstances of easy and comfortable options, especially in peace time, options and decisions to face a circumstance of war, aggression and rising evil imposed by others on our nation and people, require other measures. They require that they be subjected to the balance of a deep and comprehensive vision to adopt measures that will ward off evil, reject wrong and support right with the least possible losses and with a stand that will please Allah, fortify the nation, secure its future by leaving the doors of future open without obstacles. It is an ordeal and a trial, brothers. So, let us face both of them with the help of the Almighty, glorified be His name, and the support of our nation and its great potential, after trusting in the Omnipotent Allah, exalted by His Omnipotence. We find that supporting our people in Palestine in their hard ordeal is virtually a binding necessity. We find that what each of us has so far offered to them is not only less than what our duty requires but also less than what we are capable of offering, if we will it so. Our collective determination will be in a better position if our minds are set on their objectives firmly. This will happen, if we want it to happen, when we call each other for an urgent meeting on the summit level without waiting for an additional time to discuss the aggression against the people of Palestine solely. Whoever says that it is possible to do so in March next, will be like one who gives hope for a person standing on live coals that he will fetch him a fire extinguisher several months later. The Arabs used to call for meetings on the summit level within short intervals of time for affairs not more dangerous than what is happening in Palestine now. Let us call each other for this meeting with pure hearts and with minds desirous to be cleansed. Let us make the strength and the capability of each of us a strength and a capability for him who needs to increase his, or who lacks anyone of them. Let us make our joint capability, which interact in the light of a programme to ward off aggression and evil against our nation as a whole, the capability in whose light we act and which we develop after we trust in Allah and call upon Him to be our witness. Let the meeting place be the Honourable Ka’ba or any Arab capital whose location secures the presence of all of us. Calling our brothers to this meeting does not cancel the next meeting. It is not a substitute for it either. It is a call for an emergency meeting in a circumstance of real emergency in all standards and considerations. Allah is the greatest! Allah is the greatest!
