Most people probably may not realize they are violating some code/ordinance especially in California where I understand it is volumes (thousands of pages of fine print) thick. The reality check is the courts have essentially said that ignorance is no excuse for violating the law. Kind of like traveling down a road that had been posted 75 mph, and the state or local people lowered the posted speed limit to 55. You can still file a FOIA request with FBI and DOJ and see if in fact they have a file on you. You can generally view all the contents of your FBI files, with names and addresses being deleted for privacy reasons.
