U.S. Criticizes Egyptian Rights Bill
WASHINGTON (AP) -- The State Department said Friday it is ``deeply
disappointed'' in a law passed unanimously by the Egyptian parliament that
increases government powers over human rights groups.
``This is the wrong direction to go if Egypt wants to energize civil society
and promote development,'' spokesman James P. Rubin said.
Major Egyptian and international human rights groups have urged President
Hosni Mubarak not to ratify the measure passed Thursday, which bans private
groups from working to affect government policy or union activity. It sets
guidelines for private groups working for human rights, development,
democratization and other causes in Egypt.
``Nongovernmental organizations play a critical role in providing citizens a
channel through which they can make their concerns known to the government.
Efforts to restrict nongovernmental organizations are almost inevitably
efforts to limit free speech and free association,'' Rubin said.
He said U.S. officials were raising their concerns with ``senior levels'' of
the Egyptian government.
``We are deeply disappointed with the apparent thrust of the bill approved by
the People's Assembly,'' he said.
