Trying to update the cygwin but the setup script send a unable to get
setup.ini. I tried different download site and got the same error.

Documentation:
if you go out to cygwin.com and look, there are now two different
setup clients, one for 32-bit and one for 64-bit. Pick one and use
it; there seems to have been an incompatible chage from what old
versions of setup.exe expected.
