It is law, actually. Passed in 1996, with the Bruce Taylors of the
world testifying in favor of it before Senate Judiciary. Hatch
and Feinstein were chief sponsors.

Five appeals courts have ruled on it. All but one (the Ninth Circuit)
said it was constitutional.
