General: Yachid v'Rabim

Rabim appears twenty one places in Talmud Bavli, and always involves
how we rule Halachic arguments. 
When it is absolute and when there are exceptions to the rule is not
something that can be dealt with in 
this forum.
Ma'alin b'Kodesh appears seven places in Talmud Bavli, but many more
times in the Halachic works 
throughout the generations. The subjects dealt with in the Gemara
include giving a person a lower status 
(see Berachos 28a, Horayos 12b), a reason for the way we light
Chanukah candles (Shabbos 21b), and 
more.<<

See Yoma (20b) and Megilah (21b). The other two sources are quotes
from the Gemaros quoted above.
