Hi It is my understanding there is some alert systems in place but it is up to the state to provide them. For instance during the Uttarkhand floods IMD did alert the state, however, monitoring is poor and there aren't enough weather stations.

There needs to be more weather stations the covering is actually quite sparse there has been an effort to create non gov networks and that is slowly taking off. http://www.skymet.net/ They are doing fairly well. You basically should be setting up more weather stations with live data feeds. Pavan @zeusisdead had been working on this for a bit also.
