I don't have a nicely formatted CSV or dataset, but I can suggest a source
for creating one.
Wikipedia usually has a nice list of chief ministers. For example have a
look at this: http://en.wikipedia.org/wiki/Chief_Minister_of_Maharashtra
One could scrape/automate/query this data.
Also dbpedia has great api access to wikipedia in general
