Nope. Unfortunately, debmirror doesn't know how to download the
installer kernel and images as they're not mentioned in any Packages
or Sources files. Adding a final rsync or wget will allow you to
complete a mirror. Most full mirrors use rsync in my experience.

There are small CDs built on a Monday as well, we just don't publish
them in the same directory as the full CD sets.

Hi,
I've seen lots of recent reports of problems trying to install from
CD/DVD, and I've tried a test install to see what's going on.
When installing without network, grub-installer can't install the
grub-pc package that it needs.

you need for the isohybrid stuff are:
-isohybrid-mbr syslinux/usr/lib/syslinux/isohdpfx.bin -partition_offset 16

directly into genisoimage, or (b) port the jigdo code from
genisoimage to xorriso, which is the long-term plan. xorriso already
includes the needed iso-hybrid support, but it'll take quite a lot of
work to add jigdo code there.
