I understand that by default the Qt configure script disables gif

This bug was fixed in my NMU 1.3.6-1.1 (see patch in #342538). I
simply removed the dependency on xlibs-dev and it builds in
pbuilder. I think that the existing build-dep's in turn depend on the
correct X -dev packages, but I might be wrong.
