That's an interesting case, and I can't reproduce it.
From the output above it looks like config_dir is not set, but I
don't see how this can happen; and it doesn't seem to be Perl 5.18
related.
Anyway, I'm sure Elmar and Axel know their code better and can come
up with some insights

Interestingly, the interactive behaviour is different here from the one
on the command line. If I hit '-' on rsstail and the '+' on openssl it
would keep openssl and mark it as manually installed.

Setting the default for new DomUs is easy to fix. Just append the line
extra = 'elevator=noop'
to the file /etc/xen-tools/xm.tmpl
Changing the config files of existing DomUs should be at the discretion
of the admin :-)

was installed as a dependency it is markauto as far as
aptitudes package state database is concerned. The explicit request to
install openssl (with the + action) is still ignored. If I execute the
same command (the latter of the two) a second time, openssl will be
installed again.
