I think there may be some confusion about where the problem lies with
this bug. Let me summarize my understanding.
The original bug-report was created against shorewall because shorewall
had stopped working:

Separate columns for sport and dport were introduced in 5.2.7. 5.2.8
will be uploaded in the no too distant future.

The explanation in README.Debian of how to enable shorewall on boot was
updated to include systemd in 5.1.8.1-1.

I don't have a MIPS environment to hand, but I do have a Stretch s390x
VM, so on the assumption that this is an endianness bug, I tried to
replicate it there -- successfully. I manually added and removed an
ICMP flow with conntrack:
azazel@debian-s390x:~$ sudo
Another ping. Offer still stands.

Actually, I've just realized that we've all been barking up the wrong
tree here. The problem has nothing to do with the transition from ulogd
to ulogd2. For example, here's a fresh install of the package currently
in testing:
$ apt-cache policy ulogd2
ulogd2:
Installed: (none)
If no one has any objections, I'm going to close this bug report for two
reasons. Firstly, it relates to the transition from ulogd to ulogd2
which took place in Jessie, and so it shouldn't be relevant anymore.
Additionally, I believe that it was fixed by this change:
