I am upgrading my debian 11 to debian 12 and all my systems are affected
by this bug. The systems are fully upgraded and the bug is persistent.
$ apt info login
[...]
Version: 1:4.13+dfsg-1+b1
[...]
$ apt info passwd
[...]
Version: 1:4.13+dfsg1-1+b1
[...]
No only the upgrade process
