it seems to be an Debian configuration problem which still exist in
kernel 6.5.
I checked the current Ubuntu Live version with success. Everything works
as expected.
Maybe the Bluetooth configuration is buggy. A second problem I have is
choppy sound with all of my bluetooth
#1 SMP PREEMPT_DYNAMIC Debian 6.4.4-1 (2023-07-23) brings no change in
the pairing behavior:

I switched on the bootmenue grub between the different kernel versions.
so same Firmware, just different kernel

with kernel-image-6.1.0.10 i can pair a new bluetooth device, but I'm unable to
do this with 6.3.0.1
In dmesg I just got
rtw_8821ce :03:00.0: firmware failed to leave lps state
and
