If i install gpgv-from-sq, i'd expect it to satisfy any dependency that
exists for gpgv.  That means it should probably have a Provides: header.

Given that the current chameleon sources infer the behavior from GnuPG's
version 2.2.40 release, it would also probably make sense for it to be a
versioned Provides:, mapped to the version upstream uses to sort out the
interface.
