Currently, check_nagios_db is in /usr/share/doc/nagios-common, and README.mysql instructs the user to move it someplace else, make it executable, and update the cgi.cfg to the new path. The nagios init script checks for it in /etc/nagios. Instead of having the user do all this manually, why not default to a sane location for this script? I would suggest /usr/lib/nagios/plugins.
