I could reproduce this issue with a later version of links as well. --- I have created sample HTML files with the characters you have mentioned, in ISO-8859 for Umlauts and in UTF-8 for other characters. I opened the files with "links <filename>", and got the same output with you. --- I was running Debian 5.0.7 (lenny) with Linux Kernel 2.6.26-2-686.
