As far as I know you're wrong here (but I'd appreciate a real test).
4.4.2-6 doesn't have a problem, 4.6.1 has, which you upgraded to using
backports.

Following update of machine and reboot the XFCE4-panel shows up as a normal
window with buttons for maximize, close, minimize, etc. This behavior is
very annoying as the panel content then shifts behind open programs which
are maximized.
