It appears that trying to create a report through XMLRPC will fail with a :
There is no Priority named 'P5'
message if no priority is specified in the provided hash.

By default, debian packaging sets defaultpriority to P5 
(/usr/share/bugzilla3/debian/params) which seems to contradict the move to 
english names (probably since 3.6.1 according to 
http://www.bugzilla.org/releases/3.6.5/release-notes.html).
