of python-fixtures. Uploading the new upstream version to Experimental

Thanks Thomas, I've actually been meaning to move this (and most of my
Python packages) into the DPMT rather than sole maintenance. I have
prep for LCA this week, but once thats done I shall make time to do an
updating pass over them all.
