This looks like a race condition when BTRFS is *not* used for the root partition but only for subsequent mounts. /etc/initramfs-tools/initramfs.conf has MODULES=most, so the btrfs module is *not* included in the initramfs. As such an error message like btrfs is not included in modules.dep is
