It looks as though Upstart has the same issue as systemd-sysv bug <https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=753589>. The runlevel(8) interface (and possibly others) is transitively Essential, so it is expected to work when the init package is merely unpacked, and not necessarily configured.
