To be more specific:
* debootstrap does not install and generate any locales
* you probably have some LANG setting in your parent
environment
* when you chroot into it, the LANG setting remains,

Found the problem.
You need to set
export LANG=C
in the chroot. luatex dies when LANG is unset.
I will add LANG=C to the fmtutil calls to make sure
that this doesn't happen again.
