There is a circular dependency between libicu-dev, libharfbuzz-dev, libicu-le-hb-dev, and between libicu-le-hb0 and libicu60: libicu-dev :Depends: libicu60 (= 60.2-6), libicu-le-hb-dev libharfbuzz-dev :Depends: libicu-dev libicu-le-hb-dev :Depends: libicu-le-hb0 (= 1.0.3+git161113-5), libharfbuzz-dev libicu-le-hb0 :Depends: libicu60 (>= 60.1-1~) libicu60 :Depends: libicu-le-hb0 Complex circular dependencies are known to cause problems during upgrade, so we should try to avoid them.
